6.12 -rc2 Dashboard - Couldn't create socket: [2] No such file or directory

When I install 6.12 rc2 I can not access the dashboard and get "Couldn't create socket: [2] No such file or directory'" when I revert back to 6.11.5 it works as expected.  Seem like all other functions of the array are working.
