Cross-posting here to keep track of this issue, as surfaced in:

/etc/logrotate.d/apcupsd contains a service restart directive not checking for user configuration.
This at present causes the APCUPSD service to start even when it was explicitly disabled by the user.
If the user is not using APCUPSD (but NUT, ...) this causes connection error notifications and other annoyances.
