Transcode error - Unraid 7.0.0-rc2

I am getting this error when trying to transcode a video through Plex. this appears to be new with 7.

 

I will provide plex logs in a DM with unraid staff only.

 

Codecs: hardware transcoding: opening hw device failed - probably not supported by this system, error: Generic error in an external library

 

I am running different plex container makers and NVidia GPU's

 

binhex with a 3090 on unraid 1

 

LSIO with a Quadro P2200 on unraid2

 

both systems are on unraid 7.0.0.-rc2
