Wrong Pool State - too many wrong or missing devices

Whenever I need to stop and start my array, I encounter this error, which requires me to remove the pool then readd it, which involves reassigning 25 drives. This is a ZFS pool (3x8 raidz2, +1 subpool for L2ARC). Is this a known issue? Diagnostics will be posted shortly. Running 7.0.0-beta.4
