[6.8.2] error when creating Windows 10 VM with Belgian keyboard

Yes this is an odd one.  The nl-be keymap exists in qemu v.3 but they removed it in qemu v4:

Researching this further, people complained that particular keymap was not right and no one ever decided to fix it, so they simply dropped it.  We will modify our VM manager to remove from the list.

 

As workaround, please select any other keymap.

Thanks. Using keymap fr_be seems to be working just fine. After some searching also found that the nl_be keymap was indeed incomplete to say the least. 

Perhaps Dutch (nl) is another possible alternative?

Not actually as in the Netherlands they use QWERTY and here in Belgium it's AZERTY like in France. There are only minor difference between the French and Belgian keyboard layouts, mainly for the @ and € signs.

 

And in fact Apple doesn't even bother making the distinction as French and Belgian keyboard layouts are completely the same ... also for the Flemish speaking part of Belgium 😀
