6.9: plugins page doesn't show "CHECK FOR UPDATES" button

after update from 6.8 to 6.9 there is no button "CHECK FOR UPDATES" on plugins-page.
(available updates are shown anyway)

on my second rig I updated from 6.9 RC2 to 6.9. Here the button is visible:

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
