Docker tab hangs in 6.8

After upgrading to 6.8, my docker tab hangs with no resolution.  Actual docker URLs are still accessible;  diagnostics attached.  I'm also seeing the following error in the log:

Also, all of my plugins are showing as status "unknown" and seem to hang, with the following error:

    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
