Saw a similar post about a realtek ethernet controller having issues after upgrade. I have a RTL8111H and did not have the plugin driver installed before upgrading. I will try installing the plug in when I get a chance and give it another try. After rolling back to 6.12.13 the issue went away. I was able to get a debug and attached is a screenshot of the ping rates I was getting before the controller stopped responding.
