Upgraded the server from 6.12.10 to 6.12.13, and I was unable to stream anything from my Plex server running on Windows Server 2019. Things would take a long time to load, and once they did you would only get a few seconds before everything started buffering again. This was an issue for multiple users on multiple types of devices, on multiple local and internet sources. Also rebooted the internet router, no change. Streaming was working fine in a browser directly on the VM where the Plex server software is running. I was able to copy a file from the unraid SMB share to the virtual disk via the vm console at the expected speed. I updated the VirtIO network drivers in the VM, and then rebooted it multiple times, no change. I rebooted the whole server twice, also to no change. Issue was fixed by rolling back to 6.12.10. Diagnostics from before the rollback are attached.
