Unraid 6.11.5 - SSHD says started in boot log but, doesn't actually start

Screen shot shows it started

 

Tried to SSH in and failed connection

 

Checking via web terminal it isn't running

 

tried starting by hand via the rc script and it started without issue and works just fine

 

Based on my past experience, my guess is either the config wasn't written yet (to unionfs or whatever you are using) or something else.  There isn't any logging so no clear way to debug.
