Upgrade to 6.12.6 Results in lost connection with GUI

I was running version 6.12.3 and tried to upgrade to 6,12,6 using the upgrade tool. After upgrading was completed and I rebooted I could not connect using the GUI. I used Chrome to connect with the GUI but kept getting "Connection Refused" or "Connection took to long" I am attaching the latest diagnostics file. After several attempts to solved the issue by looking at the solutions in the forum I used my flash backup which, unfortunately was for version 6.9.2. That worked, but when I tried to upgrade the the latest version I again lost connection. I can ping my server from my Windows machine and the network connections seen fine, eg I can see it as an attached device in my router. Please help. Thanks
