Usually doesn't, but sometimes it bugs out and does create a random amount of unnecessary pcie ports which can cause ACPI_BIOS_ERROR to occur. If it does, you may have to figure out what ports to keep for connected devices and which ones can be removed, which can be insanely tedious to do.
Take a look at your VM's config file in "XML View' and see if there are an unusual amount of pcie ports/devices allocated besides your VFIO ones. I've had this same issue before until I tracked it down to the config file allocating around 10-25 PCIe devices/ports for some unknown reason.
