Try: ./tailscale cert From what I can see, Tailscale is not installed "systemwide" inside this docker, instead there is the tailscale binary in the /app folder. For this reason, you need to prepone "./" before the name of the program, to tell the shell to run the program found in the current folder instead of looking for it inside the folders listed in the PATH environment variable.
