Solutions

  1. Barry Wright's post in After update from 6.9.2 to 6.11.5, major docker and install plugins issues was marked as the answer   
    I seem to have fixed the issue (for now at least). After all of the above steps i just tried another restart of the entire server and this time it worked. im guessing one of the above steps fixed the issue but required a reboot to apply changes properly.
    Will leave this for anyone else who hits this issue

  1. Click the padlock icon in the address bar.
