I don't have any reason to specifically think this, but a failing USB can cause some pretty random problems. Might be worth looking into.

Good idea to verify iommu group vfio binds after any hw config changes as the group number can change.

Latest state of NVME "array"
Trim doesn't work on the array from what I understand. If you want to go ssd/nvme you want to stick to pools life zfs or btrfs.

Unraid license
A license is yours forever. It will be associated with your usb stick which you can transfer and subsequently blacklist the one you are moving from. That usb stick can only run a single instance of Unraid at a time. If you choose to make a second server, you will need to purchase an additional license if you intend to have it operational at the same time as your initial licensed server.

Yes had almost exact issue going from 7.0.1 > 7.1.2 but with an i226 nic. Rolled back to 7.0.1 and haven't looked back.

There's no telling what dns an ISP points a customer at; most likely the one that pays them the most. You probably landed on a lesser one with your new isp. OpenDNS is a good one (arguably the best) which is what Squid pointed you towards.

Unraid 7.1.4 keeps hanging
Does downgrade OS get you back to working? Possibly consider a lesser upgrade, 7.0.1 seems to have less complaints than other 7.x versions.

Couple posts here that explain better what I think you are asking about. Instead of this guy's 2x1Gb nic, you are asking about 4x10Gb.

I can't say. I would like to think speeds would at least get above the 10Gbps of an individual port, but it's going to depend almost entirely on how well that switch multiplex/demultiplex the data.

Yes pcie 3.0 x 8 supports. If you want 40Gbps, get both switch and card that support it. Setting yourself up for disappointment trying to aggregate multiple lines into one.

Check your switch. Might be something manually set on the port connected. Swapping port and/or port settings verify. Unlikely, but test another cable if not too much trouble.

Current flash drive recommendations?
Cruzer Glide and Samsung Bar Plus have not let me down yet. I like the fit of the Samsung better of the two.

Networking issue: DHCP, routing?
Strange indicators. When you have it set to receive dhcp address, are you able to verify locally and see wthe IP assigned, specifically br0? Also, does it act the same if you disable Tailscale? It 'feels' like either an IP conflict or maybe DNS. Distant 3rd would be firewall rules. If you have multiple nics try disable/disconnect all but one.

USB not working new server.
Yes Yes also Yes, backup your current USB, just copy the whole thing to a safe place. Don't need to risk losing config settings unnecessarily. unRAID connect may be your friend for this whereas you will be able to backup your current config in the cloud then restore it to your new flash drive. Suggest taking a pic of your drive assignments and then assign them correctly to the trial. As long as you get the drive assignments right, your data will be fine. After that, get it running to a point that you are happy it's working. When you get to that, transfer your license then restore your backed up config. Then restore to new flash from unRAID connect or the old manual way by copying your config files to your new flash directory. Here is a good looking writeup from @Hoopster for the unRAID connect portion.

Request for Advice on Upgrading Unraid from 6.10.3 to 7.0.1
I would get a new USB and load up a trial on latest version. Take pics of your drive assignments and any other settings you may be at risk recalling then shut down, swap to trial USB and start putting things how you want. If it all checks out, then swap your license to the new trial USB. If it does not work well enough or you run out of time setting things up, just shut it down and go back to your current USB.

v7.1.2 screwed up my unraid network
Suggest still rolling back which is super quick and easy. There's bunch of strange and seemingly unrelated issues being reported this patch. If it works after rolling back... you can draw your own conclusion. In the worst case, it still does not work and you already have your ticket with Plex maintainer opened.

Load a trial on the old USB and see if it fires up. If it does then backup your current config, and rebuild the USB you want to use.
