Egon Olsen's post in GPU passthrough to Linux VM not working was marked as the answer
Try to setup your vm during installation with first GPU VNC and second your nvidia gtx 1070. Install your linux and vidia driver via VNC and when that is done, shutdown your vm, remove the vnc and set your nvidia gpu as the first one. That worked for me a while ago.
Never needed a bios file for my 970 and 1070.
