So was the cables. Thought I had tried all the swaps, and always had one drive. Seems I didn't pay attention to the serial numbers of which drive was being found. So will return / order new cables, and get a shorter one while at it Thanks for your reply as it did lead to finding the mistake.

Hello! So I built a unRaid server on a SFF computer which only holds 2 HDD. I decided to add more HDD, I would build a JBOD. Before creating one, read to pretty much go with a SAS version. So I bought this PCI card for my server which already has it in IT mode. LSI PCI Card - eBay The JBOD is just a PC case, power supply, a SFF-8087 to SFF-8080 card, and a SFF-8087 to SATA cable. Links of what I assume could be relevant components. Card SAS to SATA cable SFF-8088 to SFF-8088 cable Add the WD HDD in the case, attached power and the SATA cables. Start the JBOD, start the server, and it only shows 1 of the 2 HDD. So seems all the components are working but not sure why it wont show the 2nd? I tried changing the power and SATA cables, no change. Sorry if I am missing anything. Decently new to server / JBOD etc items.
