Solutions

  1. Andible's post in Server not showing up as network client & "network failure" when trying to download community apps plugin was marked as the answer   
    Ok, I changed DNS #1 back to my router IP (as it was before) and changed the DNS #2 to 0.0.0.0, and now my results are:
     
    --- google.com ping statistics ---
    50 packets transmitted, 50 received, 0% packet loss, time 49080ms
    rtt min/avg/max/mdev = 7.340/8.291/15.356/1.101 ms
     
    Server now appears on my network client list, and the Community Apps plugin installed. I guess I just needed to fill in DNS #2.
