Failure of the Unraid USB Creator on Windows (as well as failures of balena etcher, win32diskimager, etc - sometimes even Rufus, though somehow Rufus often works when others won't) is almost always due to an anti-ransomeware setting. Check if your AV solution has a white list for apps and add your usb creator, and/or whatever other USB creation/Iso writing tools you'd like to use that keep failing to said white-list. If there is no white-list, temporarily dissable anti-ransomeware protection. I bet you'll find that does the trick. Please note: these anti-ransomeware features will usually cause "manual mode" installs to fail when attmepting to run the MakeBootable.BAT, which will fail with an MBR access denied error of some sort.
