In my case, all I had to do was disconnect the TailScale agent that was on Windows.
Since the agent assigns a public address in the 100.x.x.x range to my machine that already has a local IP, it seems that Windows gets lost.
After that, turning it back on no longer causes any problems.
I just had the same problem with my Sandisk 32GB USB 3.1 Ultra Fit that I bought just for that.
I even tested it on another computer and wasted a lot of time until I came in here and saw your reports.
