In my experience on iOS and specifically iPadOS when trying to scroll the docker page, the scrolling action is highly inconsistent in it actually working but only when touching the docker list itself. The sides of the page outside of the docker list always seem to work fine if I can manage to touch them since they're often small and close to the edge. My guess for why this is is that the docker list can be rearranged by clicking and dragging on desktop so when you use the iPad it simultaneously trys to drag the docker in the list and scroll the page which leads to neither happening. This has largely improved for me as the iPadOS browser had gotten more full featured however I'm confident that I could still get it to do it even now. If I can figure out how to record it with screen taps visible I will post it here to make the experience clearer
