I figured it out from another post. I had to put in http:/XX.XX.XX.XX/:32400/manage and it brought me to my server. Now, when I launch the WebGUI, it just works. Very strange behavior. Have never had to do that on a re-install, but hey, it worked. Thanks for the follow up.

I have removed and installed Plex about 6 times. I WinSCP'ed in and deleted everything with the word Plex in it in my mnt/user/appdata folder. Each time I install and try to open the webUI I get this: This XML file does not appear to have any style information associated with it.
