I am currently running a Dell R710 with 10 drives (including Parity), x2 1TB NVME cache drives and 48G of memory. I'm connected to a Dell SC200 Compellent SC200 (JBOD) through a LSI 9205-8e PCIe card. I have a Dell H200 HBA card as well. The cache drives are in PCIe slots too.
I currently an NVIDIA Quadro K2000 GPU installed.

Upgrade Requirements
I would like to get out of the rack mountable form factor as well as ditch the JBOD. It is working just fine, but I think I can do better.
Intel based CPU
Better GPU (for Plex HW transcodes as needed as well as Tdar to transcode my media library
Better fans = quieter...right now with the server and the JBOD it is VERY loud
Better power consumption
Depending on just HOW quite the whole new setup is, I would like to be able to play the occasional game or two on it, which means that I would need to be able to sit in the same room as the new server without going deaf
Any suggestions? I have built tons of PCs in years past, but it has been a LONG time since I did a custom build, so I'm looking for advice.
