QNAP Adapter not recognized

Build Information:

Dell Optiplex 9020 MT with i7-4790

(2) m.2 500 GB SSD in a QNAP Dual M.2 SATA SSD to 2.5” SATA RAID Adapter as Cache (Plan to set up as RAID 1)

[Crucial P2 500GB 3D NAND NVMe PCIe M.2 SSD Up to 2400MB/s - CT500P2SSD8 are the specific m.2 drives]

(1) 14 TB HDD as Parity (working)

(1) 6 TB HDD as Storage (working)

(1) 4 TB HDD as Storage (still needs to be assigned)

(1) 4 TB External HDD shuckied and installed internal (still needs to be assigned)

(1) 4 TB External HDD currently has Data (needs to be precleaered and added)

4 Port SATA III PCI-e 2.0 x1 Controller Card to expand Drive capacity.

 

Motherboard has 4 SATA ports.

 

Parity drive is connected to SATA port on motherboard, and the 6 TB HDD is as well. the (2) 4 TB's that are installed and preclearing are attached to the SATA PCI-e controller card.

 

Issue that I'm having is the QNAP adapter that I'm supposed to use for cache isn't showing up.  I first connected it to the SATA port on the motherboard, when that didn't work, after shutting down and installing more drives, I connected it to the PCI-e SATA card and again not seen/recognized

Any help you can provide would be great, as my Google-fu has come up dry on this one
