Drives not spinning down 6.9 rc1

I just upgraded to rc1 the other day and I have noticed that my drives are no longer spinning down after the set time. Everything was working as expected pre update. They will spin down if I manually do it but will all eventually turn back on and stay on due to normal server access

Anyone know what could be going on?

    I do have a SAS backplane but all SATA drives. I can manually spin down the drive no problem its the automatic spindown that doesnt work for me
