Dashboard widgets keep reordering

For some reason every time I order the left column of widgets then leave the dashboard and come back, all of the widgets are in some indiscernible order.

 

Could a plugin be causing this or am I just not understanding how this is supposed to work?

    Easy way to tell is to restart in safe mode
