Constant writes to domain.cfg

I noticed that domain.cfg is being regularly written to. I assume this is associated with the VM Manager, but I have VM's disabled. I tried deleting "domain.cfg", but upon reboot, it is restored to the defaults and the constant writes continue.

 

There are no ill effects, but this seems to go against the general intent to avoid unnecessary writes to the USB.

 

Anyone else notice this or have any suggestions? I found this other thread, but no solution was posted:

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
