Take the + 5V (not the + 5VSB) line (from the PSU or a HDD/SSD) and solder a USB socket - done. Every time the computer is switched off or goes into sleep, the power supply to the socket is interrupted - it's that easy. 😉 Much easier: Take a Molex-Extender and cut the +12V-line (Yellow). Keep the +5V (Red) and on the other end of the cable, solder the USB socket (from an old cable).
