Dockers unable to assign custom static IP

To start I added a 10GB nic and made it my primary network but have somehow along the way made a change or error and am no longer able to assign a custom static ip to my dockers. The options i have now are Bridge, Host and None.

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
