Docker full, 403 error trying to restart containers. No containers with large logs or using significant memory.

My dockers combined are using maybe 1GB of my total 16GB memory according to the Docker panel, but according to the dashboard it's 99% full. 

 

No log files in my containers over 16MB.

 

Tried stopping some containers, but it just turned them into orphan images, and I'd rather not break *all* of my dockers.
