internal error: PCI host devices must use 'pci' address type

Hoping to get a little help out here since I've exhausted all of my resources on finding a fix. I am unable to passthrough any usb devices and any other pci devices. Anytime I try to do so I get the error "internal error: PCI host devices must use 'pci' address type". 

 

I'm currently on v6.8.3 and everything is up to date.

 

The only thing that passes through without any problems is my GPU. Here are some snapshots of my vm config, my VFIO-PCI-CONFIG, and my XML format. Let me know if there's any other information needed.

UPDATE: I'm still having the same issue... I know the issue is somewhere in the VFIO but don't know what the process is.
