Snoopy LMS Docker refuses WebGui connection

I started a support thread here:

but I think this may be more of an issue other than just that docker.  I have Snoopy's LMS successfully running on another UnRAID server, and of all the dockers tried on this new server, only the LMS docker is giving me this webgui connection refused.  And as noted, the log file just repeats the same lines over again, only the PID increases:

Any ideas as to what could be going on is appreciated.
