How to troubleshoot a slow spinning case fan

One of my Scythe S-FLEX SFF21E / 120mm 1,200rpm is spinning much slower than it's little buddy, purchased at the same time.

 

I've read of users who reduce the voltage being sent to a fan to make it spin slower. It sounds like I should take a multimeter to the molex plugs on both of them to see what volts they are getting.  But which wires are the ones to test?

 

I've got both the 3 pin red, yellow, black connector, as well as the standard molex connector in use.

I believe you want to check the voltage on the red and the yellow, one should be 5v and the other should be 12v.  Black should be ground.

Alright. I can compare to the other (most likely) working as it should unit.

FYI that is off the molex.  I believe that the yellow on the fan header plug (small 3 pin) itself is just a sensor wire.
