10gb card only showing 1000mb speed

NIC supports and is advertising 10GbE:

 

    Advertised link modes:  100baseT/Half 100baseT/Full
                            1000baseT/Full
                            10000baseT/Full

 

Problem is this:

 

Link partner advertised link modes:  100baseT/Full
                                     1000baseT/Half 1000baseT/Full

Are you sure that you are on one of the 2 10Gb ports of the switch ?

from ethtool it seems eth9 is 10Gb compatible but the partner is not.

 

Settings for eth9:
