unraid -6.9.2 - not booting after adding pcie nvme drive

Hello Guys, I have a poweredge T430 with one cpu in it. I am using one of the x16 slot for perc 330 and I inserted a pcie nvme drive into another x16 slot. Manual says both slots work with CPU1 and I can see the drive in lifecycle inventory. iDRAC has no errors. but, unraid does not boot to the web gui. I can ssh into it but it does not show me the web gui. I cant see any shares either in /mnt. I have tried moving my unraid usb from the internal usb3 port to external usb2 port but doesnt make a difference. removing the pcie nvme boots up the system normally. I can not figure out what the issue is. I have attached the diagnostics. any help is appreciated. Thanks

 

edit: I unplugged the 2 ssd in the SATA ports and it booted normally. not sure how to proceed from here

tested with removing 2 sata ssd
