Windows 10 VM GPU passthrough issue

On 6.9.2, have used Space Invader One's latest tutorial to dump my GPU vBIOS using his script, bound all my GPU IOMMU groups to vfio, and still receiving this error starting up the VM:  

qemu-system-x86_64: vfio: Cannot reset device 0000:0e:00.1, depends on group 22 which is not owned.

 

Would appreciate any assistance.
