Windows 10 VM wont boot with USB controller assigned, but other VMs do

I have a Windows 10 VM which I've had for a year or so running headless just fine with a passthrough GTX1080 for game streaming.

Recently I've got a monitor, keyboard and mouse and want to use it as a work machine too.
I have attempted to pass through an on board USB controller, but it freezes on VM boot.
If I untick the USB controller in the VM settings the VM boots fine.

I also have a Manjaro VM which boots and works fine using the same USB controller and GTX1080.

What could I be missing that would cause this?
