CPU load high even before array start

Hi folks,

Need some help. I've been trying to get to the bottom of an issue that I noticed my CPU load seems to always be running high. I have an i5-8400, I am on unraid 6.9.2

 

So I just stopped the array and rebooted the server. I'm at the screen where I need to enter array encryption password for the drives, so the array is not started no VMs not on, etc.. 

And my CPU load is jumping from 7%-13 with nothing going on! It is not going below 7%

 

Anyone have an idea what's happening? I do not use wireguard on the server

Thanks JorgeB, sorry I forgot. Here it is. I just can't figure out what's happening. These diagnostic are  upon reboot, and before the array start

CPU utilization looks normal.
