Change autostart of docker & VM through command line or user script?

As stated in the title: is there a way through SSH, REST api, user script, etc... to set autostart options on docker & vm's automatically? Use case is that I want to reboot my server and right before the reboot, change which dockers & vms will autostart on next boot.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
