Syncing users across multiple Unraid servers

I am currently working on setting up a second Unraid server that I will be using as an offsite backup and NAS at offsite location.  I have Syncthing setup to syncronise my shares but I am looking for a way to synchronise the users.  That way, I only have to maintain access and passwords on one machine.  Is it possible to do this?

 

Theoretically I think copying the /etc/passwd file would do the trick for the users and /etc/samba should work for access, but unraid runs in memory so it wouldn't be persistent.  Is there a way around this and if so would syncing these files across the machines even work?
