SSH isn't accepting password for users. How to login via SSH?

So, I have two users.  Root and my user account.  I'm in the habit of not using the root account unless absolutely necessary.

 

Either way, both have a password set.  From a terminal in OSX, I type: ssh-copy-id user@tower and I'm prompted with the familiar response, but neither user's password works when I attempt to login as that user.

 

What am I missing?

You have to use root, the users are only there to allow access to the shares.
