Huge cpu spikes running Plex with only 2 streams going

Unraid 6.9.2.

 

I currently have 2 streams going, P2000 passed through to my binhex-plexpass docker, and the gpu is handling both streams per "watch nvidia-smi" and the GPU Status plugin. BUT, for some reason now all my cores just spiked 80%+ and are staying there.

 

Any ideas what the heck is going on? It's not the first time all my cores have spiked up for a while for seemingly no reason.

And now I have 5 people on, 2 direct plays and 3 transcodes handled by my gpu, and my cpu cores are barely 2%.
