Windows VM with GPU pass through only works one time

Hello!

As stated in the title, my windows VM only works if the GPU has never been used, after I shutdown the VM and start again it freezes at windows (dots) loading screen and I have to reboot the whole system.

 

Edit: I completely forgot to add information about the system:

CPU is a thread ripper 1950x 

GPU is a Radeon 290

The GPU is not the first one in the slot, I have a dedicated GPU for unraid

 

Any suggestions? Thanks

    I tested and is not working, I found out that running Windows in safe mode works every time.. any idea?
