lspci shows some pci's downgraded. Normal?

So I have discovered "lspci -vv" today and notice that I have a few things that show they are downgraded. 

 

Is this normal? If not any idea how to fix it, as I have a few devices that are like this, but all others are fine. Including my RTX2080 (also at 2.5)

 

I have an AMD x3970 in a gigabyte TRX40 Aorus Master with a GTX 1050ti, RTX 2080, LSI SAS9207-8e in the PCI slots, and all 3 nvme slots used, and only the first 3 sata onboard connections are used. (I should have plenty of PCI lanes so I dont think that is the issue)

Looking at these 2 lines as it shows the status as downgraded. My gtx 1051ti is only at 2.5GT/s

No, check the BIOS, there's usually a PCIe link speed setting, if there isn't or it's correctly configured look for a BIOS update.

Bios is up to date, and pcie link speeds are set to

Slot 1 - x16

Slot 2 - x8

Slot 3 - x16

Slot 4 - x8

 

GTX1050ti = slot 1

SLI card  = slot 2

RTX2080 = slot 3

 

but they still show downgraded, and from others that I have seen run this also show downgraded for stuff.

 

Thoughts?
