Tried everything to get GPU passthrough to windows VM working.

Pretty sure I have tried everything but the furthest I can get is a black and white windows login screen, it even has the time screensaver. Once I login I just get a black screen. Things I have tried:

Bind VFIO at boot

Dump vbios on a windows machine

Stub syslinux

Add the string to /boot/config/go file

Make sure GPU and sound are in the same "slot" in XML

Use different slot on mobo

Use without my vbios dump

Use two GPUs in server

Works with vnc as GPU #1

I feel like I have tried everything and not sure what else I can do. Has anyone been able to solve this? I have to be doing something wrong.
