docker.sock -- how to test or get the port?

Working with a flame docker and it would need to read the labels applied to the other dockers and at this point I cannot get this working or find a valid way to test it. 

 

been reading many different articals and guides and still nothing really showing me anything. All i see is mounting the path docker.sock... but this case not helpful as need to have a port assigned to the restAPI for this docker... which someother of the applications i will be using will be going to the dockerapi (restapi)  but would need a port to actually access things.. 

 

Any help or guidance would be greatly appreciated been working on this for a week or more already..
