As the subject says, I try to do a http://192.168.0.13/login or a http://FRED/login (both using http and https) and I get the following:

Hmmm… can't reach this page192.168.0.13 took too long to respond
Try:

Checking the connection
Checking the proxy and the firewall
Running Windows Network Diagnostics
ERR_CONNECTION_TIMED_OUT

Diagnostics say I'm correctly configured but the resource is not responding.

Pinging replies with Reply from 192.168.0.12: Destination host unreachable. Packets sent= 4, Received = 4 Lost = 0

NOTE I'm pinging 13 and getting reply from 12. I don't understand this. 

Can you please assist?
