Updating Plex Docker (plexinc/pms-docker) results in "unable to connect"

Hello Everyone!

TL;DR: Updated Plex Docker (plexinc/pms-docker) and though it says Started, I cannot connect to the web interface, and the server is unreachable.

I seem to have this issue quite often, and must fix it by re-installing. I'd like to find the root cause, as I always assume it is something I have done incorrectly.

Plex doesn't appear at first glance to be running in those diagnostics.  Are you sure that it's not starting and then immediately stopping (a reload of the docker tab would show that it's stopped in that case)
