Why is the Update window for Unraid called "Update plugin"?

Used it lots of times. Saw it today. Wouldn't it be better called "Update Unraid" or "Update OS":

Probably because the plugin system is used to deliver updates to the OS, likely without any special cases to differentiate from updating any other plugin. As your screenshot shows there is actually an unRAUDServer.plg plugin file being used in the update process.
