eth1 always up after reboot

I use a Mellonox 10Gb card for eth0 and have 2 builtin 1Gb ethernet ports (eth1 and eth2) which aren't used but for some reason eth1 always resets to up on boot and I have to manually port down.

 

Before reboot-

Is there some other setting that needs to be adjusted to make eth1 stay down?
